Gabriel Galarza López was born in Guaranda, province of Bolívar. He graduated as an Agricultural Engineer from the Catholic University of Santa Fe, Argentina. He subsequently completed his PhD in Pedagogical Sciences at the Universidad de Oriente, (Santiago de Cuba). He has a master's degree in Educational Research, as well as a specialty in Higher Education from the State Technical University of Quevedo
He graduated in University Management at the Santiago de Chile University and the Florida State University (USA).
Within the public sector he held positions as: Delegated Member of the Council of Higher Education (CES). He was rector of the Bolívar State University, and served as a postgraduate teacher at the universities: Ambato Technique, Machala Technique and Bolivar State.
He was coordinator of the Evaluation Commission of the Technological University of Panama, of the National Council of Evaluation and Accreditation of Universities of Panama (CONEAUPA). He chaired the Network of Regional Universities of Latin America (UREL).
It has more than 25 publications among which are: "UNESCO and Higher Education"; “Towards the construction of the Latin American Space of Higher Education”; "A university decade", among others.
In 2013, he received, by the Municipality of Guaranda, the award for Educational Merit and the Honorable National Congress for Educational Merit, on July 4, 2007.
