EXTERNAL EVALUATION FOR ACCREDITATION PURPOSES OF UNIVERSITIES AND POLYTECHNICAL SCHOOLS
External evaluation for the purpose of accreditation of universities and polytechnic schools contributes to the quality assurance of higher education. The accreditation contributes from the external evaluation to internal improvement processes promoted by the institutions themselves. This makes evident the necessary articulation between the accreditation process and the internal processes of self-evaluation carried out by the institutions of higher education permanently.
The external evaluation process for accreditation purposes has the following purposes:
· Provide elements to universities and polytechnic schools for continuous improvement.
· Know the status of the Higher Education System (SES) to enable adjustments in public policy.
· Guarantee society the basic quality conditions of HEIs in which students are educated.

The Evaluation Model of Universities and Polytechnic Schools 2019 is the product of an extensive discussion of the proposal worked by the Council for Quality Assurance of Higher Education (CACES) and the contribution of members of universities and polytechnic schools.
This instrument is the basis of the external evaluation and establishes 20 standards with essential basic conditions for accreditation, which must be met by universities and polytechnic schools.

The Institutional evaluation policy of universities and polytechnic schools starts from the analysis of the previous evaluation processes of universities and polytechnic schools in the country, identifying the characteristics of each moment. Since the evaluation carried out by the National Evaluation and Accreditation Council (CONEA), under the provision of Constitutional Mandate No. 14 and the successive ones carried out by CEAACES between 2011 and 2018; The priority objective, although not the only one, was the purification of the Higher Education System (SES).
The transit through these experiences has allowed the current Higher Education Quality Assurance Council (CACES) to generate institutional reflections and learning to improve the processes under its charge and respond to the current needs of the country's SES. Based on these learnings, this document presents a new policy approach to the institutional evaluation of universities and polytechnic schools within the framework of the Interinstitutional System of Quality Assurance (SIAC) conceived in the Organic Law Reform to the Organic Law of Higher Education (LOR LOES).
With LOR LOES, quality assurance goes from being considered a process, to being a framework system in which various processes are articulated so that the institutions that are part of the SES work jointly for the continuous improvement of the quality of higher education . This document analyzes and supports the changes of this approach.
